Implementation, expansion, modernization and reallocation of industrial, tourist, commercial and rural enterprises, as well as customer services, infrastructure and environmental preservation enterprises.
Items and enterprises not entitled to loans
- land acquisition
- property acquisition, except in the following cases:
- loan for acquisition of industrial units, agro-industrial units and hostelling units, already built or still under construction, within the ambit of our Industrial, Agrin and Proatur Programs, respectively.
- loan for acquisition of rural properties in the specific Programs of land credit.
- transfer of constructed units, except in the case of item “a” of previous item
- financial charges
- financial remedy and payment of debts
- credit increase due to budgetary discrepancy
- federal, state and municipal taxes, except those to clear imported goods through customs, when the payment to the foreign supplier has been financed with FNE resources
- items for non-manual fishery, except in the Aqüipesca Program
- items for fishery, except if done by manual fishermen who cumulatively fit the following hypotheses:
- are classified as small and mini-producers
- are organized in associations or cooperative units, except within the ambit of the PRONAF Program (National Program for the Strengthening of Family Agriculture)
- live in fishermen’s colonies or nearby communities
- directly exploit the activity of catching fish
- have handicraft fishery as their main activity and chief means of subsistence
- Any finance of projects for the implementation of the guava farming in the towns that form part of the agro-clusters at Baixo Jaguaribe and Baixo Acaraú, in the State of Ceará, can get credit under the following conditions:
- the Seconder previously present to the bank a document provided by the Department of Irrigated Agriculture of the State of Ceará (SEAGRI), which proves that he received basic food health and safety guidelines regarding the correct handling of guava
- inclusion, in the instrument of credit, of a specific clause in which the Seconder commits to performing the recommended practices of control in a continued way
the bank informs SEAGRI of cases in which the cited clause has not been followed by the Seconder
- insurance premiums, bank charges, emission expenses, by the competent authority, of documents, authorizations, certificates, licenses, etc
- expenses to register documents, except within the ambit of credit Programs of land acquisition for land reform purposes, when the norms of such Programs explicitly allow finance such expenses
- for real estate enterprises
- recovery of invested capital
- financial intermediary
- games of chance
- rental services, except in the FNE and FINAME Programs
- motels
- clubs, saunas e hot spas, except when integrated to hotel complexes
manufacture and trade of arms
- production, processing, industrialization and trade of tobacco
- publishing of newspapers and other periodicals
- real estate trade
- acquisition of vehicles, except in the following cases:
- for rental service by car rental agencies, provided that the norm of the credit Program explicitly allows the loan
- for direct consumer credit, provided that the norm of the credit Program explicitly allows the loan
- acquisition of any imported vehicles
- processing and trade of native wood not considered in licensing and sustainable plans for correct handling
- enterprises for the public sector with FNE resources: credit with other resouces subject to the norm of the credit Program, which should explicitly include the public sector in the respective target public. Credit also subject to the existence of a margin for the bank on the contingency fund for the public sector, determined by the Central Bank of Brazil (BACEN), provided that the body has the necessary authorizations for the contract of the operation, according to each case.
